As Responsible Officer and Interim Executive Director for the Awarding Organisation at City & Guilds, Emma Leary oversees the design, delivery and award of the organisation’s qualifications. She joined City & Guilds in May 2023, bringing extensive experience in vocational and technical education and a strong commitment to maintaining a trusted and high‑performing qualifications system.

Before joining City & Guilds, Emma spent nine years at Ofqual leading on policy for vocational and technical qualifications, and subsequently held roles across other regulatory bodies. Prior to her regulatory career, she practised as a Solicitor in private practice, providing a solid foundation in governance, compliance, and professional standards that continues to inform her work.
