Is Full Membership right for you?
Full Membership is for established awarding organisations that are ready to take a leading role in shaping qualification administration across the UK.
If your organisation is well established in the sector, delivering qualifications at scale, and you want a direct say in the strategy, guidance and shared services the whole sector relies on, this is where you belong.
What Full Membership gives you
A seat on the board: Full Members hold a seat on the board, with a direct say in JCQ’s strategy, governance and the direction JCQ takes. You’ll be making the decisions that shape the sector.
Full committee membership: Full Members participate across JCQ’s committees, including taking on chairing roles and accessing professional development opportunities for staff. These groups develop and update the guidance that centres across the UK follow every day. Your organisation’s expertise directly shapes that guidance.
Influence over qualification policy: When regulators and government departments consult on qualification policy, JCQ’s member committees shape that response collectively. As a Full Member, your organisation has a direct voice in shaping it, with influence that extends well beyond your own qualifications.
Full access to all shared services: Full Members will have access to the full suite of JCQ’s shared services, including CAP/AAO, the National Centre Number Register, the Centre Inspection Service and secure data transfer. These operational foundations keep qualification administration running consistently for every centre in the UK.
Results reporting: JCQ aggregates the GCSE, A level and VTQ results on behalf of members in the UK, sharing the data with regulators, government departments, stakeholders and the media.
Specialist tools and support: Full Members have access to plagiarism detection tools and sector-level legal support, covering collective issues rather than individual legal advice, as well as AI guidance, cyber security, and contingency planning materials developed collectively.
Brand recognition: Your organisation is listed on our website and in JCQ documentation, signalling to centres, regulators and government departments that you meet trusted industry standards.
What it costs and why?
Full Membership gives you a seat on the board, full committee access, and a direct say in the policy that shapes qualification administration across the UK. It also connects you to the infrastructure that makes that administration possible.
That infrastructure is substantial. The Centre Inspection Service alone costs millions of pounds a year to run, covering thousands of inspections at centres across the UK. The Centre Admin Portal and Access Arrangements Online process hundreds of thousands of applications annually. The National Centre Number Register underpins almost every interaction between awarding organisations and centres in the country. No single awarding organisation could build, run or maintain any of this alone.
That’s why Full Members fund it together. JCQ is not-for-profit, so what you contribute is the actual cost of running infrastructure the sector depends on, split proportionately across every member who uses it.
Your contribution has two parts. The core membership fee covers your organisation’s participation in JCQ’s governance, committees and member activities. On top of that, Full Members contribute to the running costs of JCQ’s shared services, calculated by your organisation’s size and the services you use.
The core fee is approximately £200,000 per year. In many cases the shared services contribution is comparable to, or greater than, that figure, but it’s still less than what building and running that infrastructure yourself would cost. The full breakdown is specific to your organisation, so we’ll work through the exact numbers with you as part of the membership conversation, you’ll have complete clarity before you commit to anything.

Once your membership is confirmed, a dedicated membership manager will welcome you to JCQ, ensure you have access to everything you need and introduce you to the relevant committees. They will provide ongoing support, including a formal review after six months to ensure your membership is meeting your organisation’s needs.

Associate Membership gives you official recognition alongside the UK’s leading awarding organisations, observer status on JCQ committees, registration on the National Centre Number Register, and access to shared services like the Centre Admin Portal and Access Arrangements Online, that make qualification administration simpler for you and every centre you work with.
Associate Membership may be right for your organisation if it is UK regulated and delivers qualifications but does not require the full governance role and commitment of Full Membership.
